The Marzano High Reliability Schools (HRS) framework is a comprehensive school reform model that focuses on school improvement through a systematic approach. The HRS framework is based on 50 years of educational research and is designed to help schools systematically improve over time. The model is divided into five levels, each focusing on a key area of school functioning.

Level 1- Safe and Collaborative Culture certification indicates that a school has effectively established a secure and cooperative environment. This foundational level involves fostering a culture where students and staff feel safe and respected, enhancing collaboration between teachers and administrators, and ensuring effective communication within the school community. Achieving this certification signifies the successful implementation of practices and policies that prioritize safety, encourage staff collaboration, and actively involve students and parents in fostering the school's inclusive culture.
